Bernita Campbell told the board the stormwater enterprise fund has been running deficits for five years and requires leadership review of long‑term rate sufficiency so it can operate without general fund support. “Due to continued deficits, it is now time for leadership to review the long term rate sufficiency of stormwater,” Campbell said.
She also described the E‑911 fund as operationally deficient for four years, driven by personnel and technology costs. A commissioner noted the E‑911 service is used countywide but city residents do not always contribute proportionally to E‑911 solvency, which has required general fund transfers.
