Commissioner (speaker 8) told the group that the initial document was provided at no charge, noting the consultant’s earlier work in Nashville. Commissioners asked whether the county would need to advertise or issue an RFP. A county representative explained that projects under a specific dollar threshold can sometimes be procured as professional services: "It's under $50,000. That's our discretion," the representative said, but added that counsel should confirm statutory requirements.
Attendees discussed grant possibilities (community foundation gifts, rural empowerment grants) and the limits of some grants tied to low- and moderate-income metrics. Several members also urged getting at least a second cost estimate to validate the consultant’s pricing and to ensure transparency in contractor selection.
No contract was awarded at the meeting. The commission instructed staff to collect firm cost estimates, identify potential funding sources, and return with procurement options for the body to review before any award.
