RPC recommends Master Plan amendment for Rose Creek parcels to County Commission

The Humboldt County Regional Planning Commission voted to recommend approval of Master Plan amendment MP-24-02, requested by property owner Miguel Esquibel (Dinero Ranch, LLC), to change several parcels off Rose Creek Road from Medium Density Residential (MDR) to Commercial (COMM) on the Master Plan map.
Esquibel, who participated via Microsoft Teams, said he would like to "see growth and changes to this area." Christina Kenison submitted two Master Plan documents (county Land Use Goals & Policies and Chapter 17.04) for the record and the commission accepted the materials as pertinent. Chief Deputy District Attorney Wendy Maddox read from NRS 278.0282(3) to clarify the legal standard for the RPC's recommendation.
Multiple residents opposed changing the Master Plan designation without further study. Debra Gay said the Master Plan map "has not been updated since 1995" and pressed for consideration of existing residential development and buffers between commercial/industrial uses and homes. Jami Nicotera said her neighborhood is "a quiet environment with a country feel" and voiced concern about potential industrial encroachment and impacts to the water table; others asked about notification and past sales of land in the area.
Commissioners emphasized that a Master Plan amendment is policy-level and that specific development proposals would return to the RPC for site-specific review. Chair Demarah Gray moved to recommend approval to the Humboldt County Board of Commissioners with findings under NRS 278.0282; Commissioner Herb Ross seconded and the motion was recorded as passing.
