The resolution also delegates authority to the engineer to issue right‑of‑way and ditch alteration permits and to keep permit records with county road records.
The resolution directed the Fulton County Auditor to maintain a distribution ratio that allocates 30% of the $5 permissive license‑plate fee (authorized under Ohio Revised Code §4504.16) to townships for road improvements. The measure passed by recorded roll call and names County Engineer Frank Onweller as the board’s representative for permit issuance.
