County equalization study projects 6.38% increase in Monroe County true cash value for 2026

Michael Wolford, Monroe County Equalization Director, presented the 2025 equalization study and explained the department used mass-appraisal methods, completed 2,125 appraisals and relied on 3,576 sales to estimate countywide market values for tax-year 2026.
Wolford reported the county’s projected true cash value for 2026 is $21,916,712,619, an increase of 6.38% over the previous year. He broke out appraisal activity by class (976 agricultural appraisals, 799 commercial appraisals/sales, 377 industrial appraisals, and 3,549 residential sales used) and said the department coordinated with local assessors and State Tax Commission staff, which audits the process. Wolford noted the CPI projection of 2.7% will be a baseline that affects taxable-value changes and that new construction and uncapping will further affect assessed values and revenues.
Commissioners asked whether large new taxpayers such as data centers could change local tax levies; Wolford said effects are complex but observed that high-value properties can reduce required school levies in affected jurisdictions.
