Board adds 'event center' use to Surry zoning code

The Surry County Board of Supervisors approved a zoning amendment to add a defined "event center" use to the county ordinance.
Planner Mister Wade told the board the proposed use is intended to provide a clear permitting path for event venues. "I think it's the new use group of it's called event center," Wade said, explaining staff’s recommendation to allow the use by right in B‑1 and B‑2 districts and by conditional‑use permit in AR and AL districts so the Planning Commission can review impacts and conditions.
Wade said the Planning Commission held a public hearing Oct. 28 and recommended approval by a 10–0 vote. Board members asked whether existing venues might already be covered by agricultural exemptions or club‑/lodge classifications; staff said some existing venues may fall under those existing categories while others will use the new definition to seek permits.
Supervisor Pierce, who said he has served on the Planning Commission, moved to approve the ordinance amendment (2024‑3). The motion was seconded and approved by voice vote. The board’s action directs zoning staff to update ordinance text and implement the new use category through the county’s permitting process.
