Morris told the Doniphan County Commission that Governor Kelly issued a proclamation of disaster following heavy rainfall the week of June 1, 2026, but that the State of Kansas had not met the dollar threshold for eligibility and Doniphan County had not met its threshold of $38,200 to report damages to public roadways and structures. Morris said there must be adequate documentation showing damages were caused by that specific event and not pre-existing conditions.
