The Townsend Board of Health approved a memorandum of understanding (MOU) between the town and AFSCME Council 93 covering the appointment and stipend for the pay‑as‑you‑throw administrator, Carla Aquila. Lindsey Gasly, representing AFSCME Council 93, said she would submit suggested edits to clarify that assignment of additional duties should be exercised "with the approval of the board of health" and requested that any stipend be paid retroactively to the February appointment.
