Board authorizes relocation order process for Vinburn Road; vote 6–1

The board considered Resolution 2026-095, authorizing the village president to sign the relocation order required by the Department of Transportation to proceed with the Vinburn Road reconstruction project. Ed explained the resolution authorizes staff to begin the DOT-prescribed relocation-order process for temporary limited easements (TLEs) on 10 affected properties to permit grading, stormwater and related tie-ins for the reconstruction.

Ed said the village will start with nominal payment offers and follow DOT procedures; property owners retain appraisal and negotiation rights if they choose. He described the federal and DOT requirements that drive the relocation-order process and warned that, while the grant reduces project cost, it increases procedural complexity. After discussion a motion to approve the relocation-order resolution carried with a recorded vote of 6 in favor and 1 opposed.

Trustees discussed whether additional public outreach on the project design should occur before acquisition steps proceed; one trustee expressed concern that the public informational meeting earlier in the process presented linework rather than full design detail. Staff said they will follow DOT timelines and will begin the sales-study and outreach steps after DOT issues a DSR (Documented Scope Review) and signs off.
