Commissioners approve Black Oak Village site plan with conditions

The Rutherford County Regional Planning Commission voted to approve the Black Oak Village site plan, a proposed retail and service development on Lebanon Pike, after staff said most technical comments had been addressed.

Staff presented the plan for Black Oak Draw LLC, describing several buildings ranging from about 4,700 to 6,700 square feet on roughly 10.07 acres. County transportation and engineering staff said the site will align access across from Weldon Drive and will require a new northbound right-turn lane; they reported coordination with the Tennessee Department of Transportation is underway. "This section of Lebanon Pike is already a three-lane section, so they will not need to put in a southbound left, but they will be putting in a northbound right lane into the site," a county engineer said during the presentation.

Developer representative Matt Taylor of SCC told the commission the team will provide engineering details before permits are issued. "We fully expect we'll have a structural engineer design those walls," Taylor said, referring to retaining walls needed for the site's topography. Staff noted remaining items will be resolved before construction permits are issued.

Commissioner Cush moved to approve the site plan "subject to staff comments," and a second was given. Chair/vice-chair called for the ayes and the motion passed with no opposition recorded. The approval was contingent on the outstanding technical conditions and required TDOT permits for driveway/road work.
