Residents voice concerns about upzoning, infrastructure and planning commission representation

Multiple members of the public addressed the council during the open comment period, raising concerns about recent and proposed upzone requests and how the county is accounting for cumulative impacts on traffic, water and taxes.
Debbie Scoggin said residents felt frustrated by a string of upzone proposals and asked councilmembers to consider who bears the costs of added recreation, road and water needs. “Any redevelopment that harms existing residents, I'd like to hear no more than rarely to request that hurt the current residents,” she said, urging the council to limit projects that shift burdens to neighbors.
Tyann Mooney, chair of the Snyderville Basin Planning Commission, asked the council to change county code so voting planning commissioners are residents of Snyderville Basin rather than allowing Park City appointees to hold voting seats. Mooney also requested meeting materials be published earlier and asked for more pre-meeting coordination between related commissions so members can prepare on major agenda items.
Councilmembers responded that those concerns are part of ongoing conversations about land use, and the chair encouraged written follow-up so staff and council can track the requests.
