Jeff Keller, appearing remotely and identified in the meeting packet and by attendees as the proposer’s representative, told the council that the planned facility is an AI data center that uses closed-loop cooling and is not a Bitcoin-mining operation. He also said the city would see significant property and franchise revenues, that the project would negotiate directly with Bonneville or Mid State on power, and that the city had previously said no to containerized facilities. Keller said the developer would work to mitigate noise and that construction would be traditional building rather than container-based installations.
