Kelly Flynn presented the draft personnel policy updates that reflect recent staff discussions. Key staff-requested changes include (1) holiday-pay clarification (default payout with time-and-a-half language discussed), (2) vacation accrual steps — two weeks for new full-time employees, three weeks after 10 years and four weeks after 20 years — and (3) overtime and comp-time rules with a default preference to pay overtime but with board-approved banking of accrued overtime (up to 80 hours) for a period (banking to be allowed up to six months to be paid in a single paycheck).
