County approves joining UMVRDC PACE lending program via Joint Powers Agreement

RDC Director Dawn Heglund presented the Upper Minnesota Valley Regional Development Commission’s (UMVRDC) Property Assessed Clean Energy (PACE) program and recommended that Big Stone County join via a Joint Powers Agreement. The PACE program allows commercial, industrial and eligible multifamily properties to finance energy-conservation or renewable-energy improvements that are repaid through a special assessment on property taxes.
Commissioner Radermacher moved to approve Resolution 2025-09, authorizing the county to enter the JPA with the UMVRDC so the RDC can administer the PACE program for participating properties; Commissioner Klages seconded and the motion carried unanimously. The resolution states PACE loans are repaid through special assessments and that the UMVRDC will administer the loan funds; interest rates and terms are determined by borrower strength and loan term.
