County approves joining UMVRDC PACE lending program via Joint Powers Agreement
The board approved Resolution 2025-09 authorizing Big Stone County to enter a Joint Powers Agreement with the Upper Minnesota Valley RDC to participate in a PACE commercial lending program for energy and renewable improvements.

RDC Director Dawn Heglund presented the Upper Minnesota Valley Regional Development Commission’s (UMVRDC) Property Assessed Clean Energy (PACE) program and recommended that Big Stone County join via a Joint Powers Agreement. The PACE program allows commercial, industrial and eligible multifamily properties to finance energy-conservation or renewable-energy improvements that are repaid through a special assessment on property taxes.
