Staff proposed explicit permit limits for temporary banners and feather flags: banner permits would allow up to 30 days per permit with four permits per year (30 days each) and spacing between permits, while feather flags would be allowed during grand openings with limits of three flags, two permits per year, 10 days per permit and 60 days between permits. Wes said staff can grant case-by-case flexibility when a business has a documented sign-permit delay.
The commission also discussed whether nonprofit and school events should be treated differently and whether illustrations or examples should be added to the ordinance text to clarify distance rules and sign types. Staff said these special-event and nonprofit civic signs are covered in the special-event ordinance and that staff will add clarifying language and illustrations where helpful.
