Commission recommends council authorize RFP to update Bee Cave comprehensive plan

The Planning and Zoning Commission voted to recommend that the City Council authorize issuance of a request for proposals (RFP) to update Bee Cave's comprehensive plan. Assistant City Manager Christopher Baker presented the staff report and explained that the current plan (Bee Cave 2037) was adopted in 2016 and that a refresh is standard practice every five to ten years to reflect growth, new roads and changing priorities.

Baker described the draft RFP scope and deliverables, emphasized a mix of in-person and digital public engagement, and outlined a selection process that will include a staff evaluation committee, a short list, interviews and a council-approved contract and budget. He estimated the consultant process would likely take "probably between 14 to 16 months" and said staff will perform annual evaluations of plan implementation, with a broader five- to ten-year reevaluation falling to staff to initiate. Commissioner Tedder praised the RFP and asked whether a 5-year review was included; Baker said staff will track accomplishments annually and flagged the 14—16 month consultant schedule to align with the upcoming budget cycle.
