Planning commission approves WinCo project, grants requested sign variance

The Woodburn Planning Commission on April 23 approved a WinCo Foods land-use package that includes site-plan approvals, a street adjustment and three variances, and it expressly granted the applicant’s request for larger wall signage. Chair Lisa Ellsworth said the commission had reviewed the record from the prior hearing and moved into deliberations before a motion to approve was offered and seconded.
Commissioner Bartel moved to approve “DR 25-14, PLA 25-4, SA 26-1 and VAR 25-6 based on the analysis, conditions and findings in the staff report,” and asked staff to prepare a final order for the chair to sign. Mark Lavin, senior director of real estate for WinCo Foods, said the case had been presented fairly and declined to add to the record. After a roll-call vote the chair stated, “we pass the applicant’s package, including the signed variance.” The approval includes multiple conditions described by staff, including traffic, landscaping, stormwater and lighting requirements.
