District reports mixed early-math gains; leaders flag special-education and staffing needs

Dr. Bailey presented district goals and data, saying the district finished third-grade NWEA math proficiency at 29.8%, "just 2.2% shy of our 32% annual target," and that seventh-grade proficiency finished at 14.5%, exceeding the annual 12% target. She identified kindergarten numeracy and special-education performance as areas needing targeted intervention and said the district is revising mathematics curriculum guides, launching numerical fluency clinics for K'2 teachers and partnering with Big Rock Education Services to strengthen instructional frameworks.
Trustees pressed for campus-level explanations and acceleration strategies. Vice President Cisneros asked why some campuses (Beatty, Creedmoor, Daley) missed goals; Dr. Bailey pointed to student mobility, leadership turnover and staffing as major factors and said additional intervention staff and an assistant principal were added at Beatty. Trustee Franco and others asked what the board can do to support struggling campuses; administrators repeatedly pointed to ensuring staffing stability and in-class coaching.
The board subsequently approved the goals and monitoring measures by an 8-1 vote during the meeting (SEG 1113'SEG 1119). The presentation and the trustees' questions centered on translating district-level targets into campus improvement plans and on monitoring progress through disaggregated data.
