Christian Summers, assistant development services director and building official, told the commission staff had recently toured the city to inspect substandard structures and enumerated problem addresses. "We've got 2 detached garages, 1 of which I've been working on Mayfair and Anderson... the garage has failed... Is leaning and the right side of the roof has dropped about 2 feet," he said, and noted an RV on site and yards full of debris at some properties.
Summers also addressed floodplain mapping and insurance impacts. He urged commissioners to review the Harris County Flood Control District's MapNext interactive tool to compare proposed changes and said the city hopes the new flood insurance rate map will not take effect for about three years. "We hope 3 years," he said, and cautioned that FEMA and insurer contract changes have curtailed Community Rating System improvements that staff had pursued to get a 20% discount for residents.
