City Manager Chris Barker said Proposition H contains multiple governance reforms including clarifying the duties of the mayor and mayor pro tem and updating meeting and quorum rules. He said the proposal would require "five members of the council [to] constitute a quorum for the transaction of business," aligning the charter with state law on quorum size.
