The Hidalgo County Community Service Agency (CSA) presented its strategic plan for program years 2026–2031, describing a data-driven approach grounded in a 2024 community needs assessment. CSA staff and the consultant said the plan identifies five top needs — health care access, housing stability, crisis response, transportation and employment/economic mobility — and established four strategic goals to guide operations and outcome measurement.
