County reviews PACE program to finance energy and water-efficiency upgrades

The Johnson County Commissioners Court heard a detailed presentation March 9 on a possible Property Assessed Clean Energy (PACE) program from Steven Minnick, program director for the Texas PACE Authority. Minnick described PACE as a tool that allows property owners to finance energy- and water-efficiency or on-site generation upgrades with a secured assessment that runs with the property, and said the state statute and program contracts protect local governments.
