Planning says consultants expected in late August; draft land-development code and incentive data to be released this fall

Mark Williams of the planning department told the EDSC that consultants are scheduled for late August and that staff is working on a second draft of the land-development code. Williams said collecting incentive data has been difficult but necessary to evaluate tax increment and renaissance projects and determine when and whether city costs were recouped.
"We're working on the 2nd draft... hopefully we'll be releasing that fairly soon to the public," Williams said, adding the work includes analysis of TIF and renaissance pilots to determine cost and recoupment timelines. Commissioners and the mayor encouraged continued engagement between planning, EDC staff and commissioners so incentive policy can be aligned with the updated code. Staff expects to present findings and possible policy adjustments in the September–October window.
