City engineering reports CIP progress: some projects delayed, several on target

Interim city engineer Patricia Davis gave the quarterly capital improvements plan (CIP) update covering water, wastewater, parks, drainage and facility projects.
Davis walked council through a packet that used red to indicate delayed items and green for projects on target. She said the Shiloh water project is substantially complete and in final closeout; Glenwood Lift Station and Cottonwood elevated storage tank work are wrapping up and moving toward bidding; and the Cottonwood water transmission main and Southeast Loop wastewater interceptor remain on target. Davis also said the city is bringing a new water source online in March and will present additional sampling results at the next update.
Council members asked for clarification on review cycles and utility permits for projects that cross state or railroad rights‑of‑way; Davis said staff review comment periods are typically 15 days and explained coordination with developers and TxDOT when needed. The presentation covered schedules for playground and park projects, including the Hutto Lake Park playground and Fritz Park closeout work.
