Keith Moore, deputy city manager, presented a draft request for proposals for solid waste and recycling services and explained notice timing tied to the current contract (current contract ends 05/31/2027; 180‑day notice required). He reviewed options for contract length, franchise fees, performance metrics and reporting requirements and asked council for preferences on service frequency, cart ownership, billing method and penalties for noncompliance.
