During public comment, Paula Goins said she had "submitted a 40-page document to the Comptroller's office" and asked the commission for a clear, public process for filing an ethics complaint. Goins said she had also provided copies to County Mayor Joe Brooks and D.A.G. Jared Effler and said current procedures are unclear.
