Supervisors adopt construction-evaluation resolution on confinement feeding permits

On Jan. 2, 2026, the Floyd County Board of Supervisors adopted Resolution #03-26, a construction evaluation resolution under Iowa Code §459.304(3). The resolution directs the county to evaluate all confinement feeding operation construction permit applications received between Feb. 1, 2026 and Jan. 31, 2027 using the state’s master matrix; it also allows the county to consider other factors in recommendations and to contest Department of Natural Resources decisions on such applications. The roll call vote is recorded in the minutes as Ayes: Rottinghaus, Campbell, Carr; motion carried 3-0.
