Judy Smith told the commissioners that the Comprehensive Opioid, Stimulant, and Substance Use Program (COSSUP) grant emphasizes intervention and linking people to treatment to prevent relapses. "It's all about intervention and helping provide treatment to recovery that will prevent relapses," Smith said, and she told the board that Lincoln County qualifies for Level A based on population and needs.
