Alyce Rosenberg, chief information officer and director of the Bureau of Technology Services, told the board the citywide technology reorganization is intended to create a matrix model that pairs enterprise standards with embedded service-area teams. "I'm the Chief Information Officer and the Director of the Bureau of Technology Services," Rosenberg said, introducing the plan and its goals.
Shauna Graber, who will manage the shared embedded teams, outlined that the initial service-area product and program management team will be six people (five staff plus a leader) and that the approach prioritizes continuity: "keep doing what you're doing on August 4," she said, describing a deliberate, measured transition to avoid service disruption. BTS leaders committed to a six-to-nine month focus on inventorying projects, setting service levels and cross-training to avoid single-person dependencies.
