Winhall seeks phased engineering bids to replace aging Winhall Hollow culvert; deadline extended

Town officials and engineering firms met at 1:00 PM on June 18 at Winhall Hollow Road to review an RFP for engineering services to replace a 40+-year-old culvert. Chair E. Stuart Coleman noted the State has already completed a hydraulic study; the town asked firms for options that would fully replace the culvert and improve the roadway.
Contractors were asked to provide start-to-finish scopes that break the work into phases (design and permitting first, then construction oversight and finishing). Trevor Dryden said the road was last paved about 10 years ago and described desired results including 24-foot paving, 2-foot shoulders and guardrails for fog-line safety. Discussion covered borings and early analysis; Dryden asked that issues be resolved by November before final design. Coleman agreed to extend the RFP question/response window by two weeks to July 20 to allow contractors more time for clarifying questions.
Several engineering firms attended and walked the culvert location to see the issues on-site. The town characterized the work as too large to handle in-house and is seeking phased bids and detailed breakdowns of alternatives for metal vs. concrete culvert options and potential roadway realignment. The meeting adjourned at 1:40 PM on a motion by Christie Boswell; Coleman seconded; unanimous.
