Board: Starkey draft solar law permits small systems, limits utility-scale projects

The Yates County Planning Board reviewed a proposed Town of Starkey Solar Energy Local Law that would allow Tier 1 (personal use) and Tier 2 (certain business-sized) solar systems, provide guidelines for Tier 3 installations and prohibit Tier 4 systems. Steven Fulkerson explained the tier structure to the board and said the Town Board will be the adopting body.
Chair Sarah Purdy moved that "under GML 239 the application as presented has no significant countywide impact," a motion seconded by Jamie Landcastle and approved by the board. The decision is a GML 239 referral conclusion and does not itself adopt local law; final adoption remains with the Town Board.
