County social services reports November caseloads, heating-assistance changes

Lacey Trimble, Commissioner of Social Services and Mental Health, presented the Department of Social Services November 2025 monthly report with detailed caseload and program figures.
Trimble reported 1,560 temporary and family assistance cases in November and said 27 recipients entered employment that month. The county counted 18,166 SNAP cases in November. HEAP opened on Dec. 1, 2025; Trimble said New York State has allocated Heating Equipment Repair Assistance funds for repair and replacement but that these funds are more limited than in previous years and will target applicants age 60 and over who meet eligibility criteria.
Trimble provided homelessness and placement metrics: Emergency Housing Placements were 20.6 for families and 45.6 for singles in November; hotel/motel placements were 139 for families and 227 for singles. She said the average number of people served as homeless in 2025 was 853 and that the county will participate in the Housing Access Voucher Pilot Program. For health and protective services, Trimble reported 20,007 Medicaid recipients in Orange County for November, 173 traditional Child Protective Services responses and 112 Family Assessment Responses, 131 foster-care cases, 244 Adult Protective Services cases, and 323 Home Care cases. Child Support had 9,304 cases and collected and dispersed $3.1 million for November.
The figures were presented for committee consideration and to inform implementation priorities and referrals to other oversight committees.
