County requests more research on CPACE financing after developer briefing

Mitch Shanks of Shanks Enterprises (S6) presented the CPACE program, which provides long-term, property-secured financing for eligible energy- and water-efficiency improvements and, in some cases, new construction. Shanks described program mechanics including a one-time program-administration fee and the use of a program manager to perform application processing and quality assurance.
Commissioners acknowledged potential benefits but said they needed more information about local administration, lender participation and program oversight. Several commissioners asked staff to analyze models used elsewhere in Nevada before the board considers adoption. "If you guys needed more information or want to shelf this for now, I can have a representative of CPACE speak with you directly," Shanks said; the board asked staff to coordinate a future presentation.
