Potter County to replace legacy finance system with Harris ERP; implementation funded with ARPA

Potter County voted to enter an agreement with Harris ERP Systems Inc. to replace its aging financial management system and authorized use of ARPA funds to cover initial implementation and two years of service.
Brandon, county staff leading the procurement, said the total implementation and two years of service will cost approximately $760,856; thereafter the county expects ongoing annual operating costs of about $146,000. He told commissioners that his department will lead implementation and training and that issues will be handled through the vendor in coordination with county staff. The court approved the agreement by voice vote 5–0.
Staff said the new system will be used across purchasing, treasury, human resources and auditing functions and replaces a decades‑old system.
