Council approves multiple consent items; pulls grants and the pole relocation for separate review

Council also approved Change Order #1 for the Eagle Regional Athletic Park — increasing the city's share by $83,716 to meet Farmers Union Canal requirements.
Councilors pulled item 6L (Eagle Plein Air Festival grant) for legal review because the applicant listed itself as "in progress" toward nonprofit status and staff noted potential state-constitutional restrictions on donations. Council directed staff to research the legal question and return with recommendations. Several other consent items were approved after brief staff clarifications and roll-call votes.
Separately, councilors agreed to move the more complex item 7D (Idaho Power pole relocation at Eagle Regional Athletic Park) to the Nov. 25 agenda and asked staff to include a capital plan modification in that packet so the council can assess funding options. Staff said the road cannot be completed until the poles are addressed and that engineering generally requires 5'6 weeks.
Next steps: staff will research the legal question on grant eligibility, post final reports for awarded grants as required, and prepare a capital plan modification and Idaho Power engineering estimates for the Nov. 25 meeting.
