Council authorizes professional services to write La Porte’s unified land development code

Ryan Velock, the city’s director of planning and development, told council the proposed contract would consolidate zoning, subdivision regulations and design standards into a unified land development code to guide development for the next two decades. "Adopting this new development code would allow for the city to create a more streamlined and, user friendly, efficient, and legally defensible, modern ordinance to guide the development of the city for the next 20 plus years," Velock said.
Velock described the $262,388 professional services price (plus $7,612 contingency) and a $24,000 add‑on for web‑based zoning intelligence tools that would provide parcel‑level mapping, development calculators and a visual, user‑friendly code. Staff said the work will be supported by a $270,000 Texas General Land Office grant and is expected to take approximately 24 months, with a completion deadline under the grant of May 20, 2028. A motion authorizing the city manager to execute the professional services agreement was made and carried.
