After extensive public testimony and commissioner debate, the board approved a change order to add permanent canopy structures, wind screens and exterior acoustic panels at the Bishop Animal Shelter to replace temporary tents and to reduce heat, sun exposure and neighborhood noise. The change order passed by a 5–1 voice vote.
