Commissioner Bob McCann, who had opposed the immediate change order, pressed for a clear accounting of prior commitments and the original expert recommendations; volunteers and animal advocates testified at length about flooding, sanitation, and design shortcomings. "A permanent, well‑designed shelter is not a luxury — it is critical infrastructure," a volunteer told the board.
