Ruston has sent wastewater to the Tacoma Northend treatment plant under interlocal arrangements since 1966 and maintains a 2021 Wastewater Treatment and Disposal Agreement and Pre‑treatment Interlocal Agreement that require Ruston to update its municipal code when Tacoma revises its standards.
