Morgan County, municipalities launch joint 2027–2047 comprehensive plan process

Planning Director Chuck Jarrel and consultant Allison Stewart-Harris (TSW) outlined a joint comprehensive plan for Morgan County and the four municipalities. The process will focus on growth, land use, infrastructure, housing, economic development and public safety, with community engagement beginning with a March kickoff and adoption work starting in December.
Planning Director Chuck Jarrel told the Board that State of Georgia law requires local governments to adopt comprehensive plans and that Morgan County is preparing a joint 2027–2047 plan with Madison, Rutledge, Bostwick and Buckhead. The county has contracted TSW to prepare the joint plan and will tailor guidance to each jurisdiction while giving extra attention to agriculture and rural development in unincorporated areas.
Consultant Allison Stewart-Harris outlined the plan’s focal areas—growth, land use, infrastructure, housing, economic development and public safety—and described the public-engagement program: advisory committees, surveys, public meetings and an online portal. A community-wide kickoff is planned for March, and the formal adoption process is scheduled to begin in December 2026, with final completion required by June 30, 2027.
