Committee hears how bid waivers work; staff explains ViaPath extension while RFP proceeds

DOA staff explained how county purchasing is governed under chapter 25 of the ordinances and that the committee must grant bid waivers for purchases above the competitive threshold. "Chapter 25 of the ordinances governs purchasing, general policies and procedures and thresholds," the staff member said, adding that at higher thresholds departments must solicit sealed bids unless a bid waiver is granted and "for that higher level threshold, I think it's like 46,000 right now for this year." The staff member told the committee that waivers may be used for technical specialties, emergencies, or when only one vendor can provide necessary continuity.
