"Chapter 25 of the ordinances governs purchasing, general policies and procedures and thresholds," the staff member said, adding that at higher thresholds departments must solicit sealed bids unless a bid waiver is granted and "for that higher level threshold, I think it's like 46,000 right now for this year." The staff member told the committee that waivers may be used for technical specialties, emergencies, or when only one vendor can provide necessary continuity.
Committee members asked whether departments provide sole‑source justifications and how the committee evaluates them; DOA staff said departments and purchasing research the vendor situation and that the committee determines whether a sole‑source justification exists. Staff used the ViaPath jail communications contract as an example: the contract runs until Oct. 31, the RFP is still circulating, and staff recommended a short extension so equipment can be ordered and installed once a vendor is approved. A separated E5 bid‑waiver item was moved and approved by the committee following the discussion.
