Philip Frasier, VDOT resident engineer for the Ashland residency (S21), told the board that thin surface treatments (cape seals, slurry, chip seals) are wrapping up, several mill‑and‑overlay contracts are about 50% complete with target completion in October–November, and a recent full‑depth reclamation project finished successfully. He said sweeping operations had been adjusted to give more continuous coverage in high‑need areas and that crews would address identified "holidays" (missed spots).
