Cass County adopts updated Emergency Operations Plan

The Cass County Commission voted to adopt Resolution 26-09, approving the county's updated Emergency Operations Plan on Feb. 4, 2026. Justin, an emergency management staff member who presented the plan, told commissioners the document is "one of the most expensive plans" he had seen but also "one of the only plans I've ever seen [that is] fully up to date to 2025 standards." The resolution passed with two votes in favor and zero against.
Justin said the plan is intended for countywide disasters and that municipalities may adopt parts of it if they choose. Commissioners recorded the vote as two in favor, zero opposed; Matt Moreland was recorded absent earlier in roll call. The commission indicated staff will maintain the plan as guidelines are updated every few years.
