Commissioners spent a substantial portion of the meeting reviewing suggested amendments to the commission bylaws, including whether to remove an upper limit on committee membership and how to codify secretary duties for docketing and routine updates.
Commissioner Cheek proposed striking the clause limiting committee members to four and suggested either removing the upper cap or increasing it to five to avoid creating a quorum of the full commission. Staff warned that exceeding certain member counts could create an inadvertent quorum and complicate meeting notices, and recommended a compromise cap of five. "If they're six, then that would actually be a quorum of the planning commission," staff counseled during the discussion.
On secretary duties and the docket, Miss Cheek asked that the planning secretary provide routine project-status updates so commissioners and residents can track larger projects (for example, solar or battery projects) earlier in the process. Legal counsel on the record advised that the bylaws cannot be amended tonight because 24 hours’ notice is required and suggested staff produce a redline document for the February meeting.
The commission agreed staff would draft suggested language, circulate a redline, and bring the item back for a vote at the February meeting.
