Legal counsel and the CAO explained portions of the request were related to a prior settlement and that failing to fund court‑ordered salaries could have legal consequences. The amended reallocation ultimately passed on recorded vote to fund immediate public‑safety needs; commissioners directed staff to provide detailed backup for overtime and other line items.
