County reviews courthouse master plan and seeks bids for foundation/drainage work

Minutes across the year show the county prepared contract documents, attempted a sealed-bid opening (no bids were received at one opening), and then readied revised bid specifications and a phased approach. At multiple meetings the commissioners discussed site surveys, drainage alignments and contractor qualification requirements before proceeding to advertise again (SEG 036, SEG 155, SEG 1846). The board directed staff to proceed with the competitive-bid process once final plans were completed.
