Town Attorney advice, as recorded in the meeting minutes, recommended keeping the one-week notice because it gives neighbors advance warning of testing. Chair John Roleau moved to deny VELCO’s request; the motion passed 5–0. The action keeps the existing notification requirement in place.
The board did not record additional conditions or changes to the notice timeline; the decision preserves the status quo requirement that neighboring property owners receive one week’s notice prior to testing.
