Council discusses using leftover SRF funds for insert valves and an engineering amendment

Council members considered options for spending about $151,000 left in State Revolving Fund (SRF) money. A public-works staff member described using the funds to install 5–7 insert (thermosil) valves that allow sections of water mains to be isolated without shutting off customers, and to engage engineering services to prepare bid documents.
The staff member said the insert valves would “cut a section of the main completely out” and allow operators to open and close the new insert valve without shutting service to customers; the benefit would be the ability to perform repairs with fewer service interruptions. Staff also said their existing engineering contract for the plant was depleted and that an amendment or a short time-and-materials authorization (for example, a $10,000 not-to-exceed adjustment) would be needed to finish engineering work. Council directed staff to prepare an amendment to the engineering agreement and to bring a bid packet and contract amendment back for review at the next meeting.
