Board advances strategic-plan checkpoints, asks staff for a shorter prioritized draft

The board spent its largest discussion block on a staff-drafted strategic plan divided into modular checkpoints. Town Manager John Kane walked trustees through the evidence foundation, proposed five work lanes and a completion rule (finish, stabilize, transfer or close projects). Kane said the survey returned 51 responses and explained the five high-level goal areas he recommended: financial sustainability and organizational capacity; Eldora acquisition transition and long-term success; safe, prepared and resilient community; infrastructure, facilities and asset stewardship; and housing/land-use and a functional local economy.
Trustees broadly confirmed the high-level goals but pressed staff for a shorter, simpler document and clearer "key results" beneath each objective so the board can prioritize a small number of achievable commitments rather than a long laundry list. Kane agreed to produce a condensed draft and to consult with advisory boards and staff on work-plan feasibility; the board directed trustees to email any items they want explicitly added before the next checkpoint review.
