"Your architecture was just your design and development. He's gonna come in for $8,085,000 and give you the initial design," Rodney said, and later clarified the 10% rule-of-thumb. Commissioners discussed whether to include the $85,000 in FY26 and how to fund the larger construction when the time comes, noting that design work can proceed even if construction is several years out. The court agreed to add the design figure to begin planning and requested more detailed cost modeling from the architect as the next step.
